- ➤ A new state bill would let adoptees get their original birth certificate impounded in 1929—state Rep. Paul Tittl said current law only lets some adoptees access their records when both birth parents meet certain conditions. Advocates like Diana Higgenbottom Anagnostopoulos stress the change will provide needed identity and medical information while the State Bar warned it might break the birth parents' anonymity.
